Statement no. 21302 concerning woman's dressing before her Mahram relatives and other women issued by the Permanent Committee for Scholarly Research and Ifta'

Muslim women reached high standards of purity, chastity and decency during the early days of Islam by virtue of their belief in Allah (Exalted be He) and His Messenger and their adherence to the Qur'an and Sunnah. Women at that time used to wear clothes that covered them. It was not mentioned that they did not veil themselves upon meeting each other or sitting with their Mahram (spouse or permanently unmarriageable relative). Women in the Muslim Ummah (nation) followed their example in doing so, generation after generation. However, many women have gone astray with regard to clothing and morals for many reasons that we will not mention now. The Committee tells Muslim women all over the world to adhere to Haya' (a term that covers a large number of concepts which are to be taken together; amongst them are self respect, modesty, bashfulness, scruples, and chastity, decency and modesty) that was ordered by the Prophet (peace be upon him) as it is one of the branches of faith. One of the aspects of Haya' is that a woman should veil herself, be decent and have good morals that prevent her from temptations and suspicion. The general meaning of the Ayahs (verses of the Qur'an) points out that a woman is not allowed to show the parts of her body in front of other women except for the parts she used to uncover in front of her Mahram (spouse or permanently unmarriageable relative) at home when she does her work. Allah (Exalted be He) says:

...and not to reveal their adornment except to their husbands, or their fathers, or their husband’s fathers, or their sons, or their husband’s sons, or their brothers or their brother’s sons, or their sister’s sons, or their (Muslim) women (i.e. their sisters in Islâm) This is the text of the Qur'an and this is also what was denoted by the Sunnah of the Prophet (peace be upon him). Moreover, this is what was done by the wives of the Prophet (peace be upon him) and the wives of the Companions and those who followed them in righteousness until the present time. What a woman uncovers in front of the aforementioned people is what usually appears when she is at home doing her housekeeping duties. These include her hair, hands, neck and feet. There is no evidence in the Qur`an and Sunnah that permit her to uncover other parts of her body. Moreover, uncovering other parts, other than what is mentioned, leads to temptation and seduction among women. This is a well-known fact. Moreover, anyone who does so is a bad example for other women. It is also a kind of imitation of disbelieving and immoral women in their style of clothing. It was authentically reported that the Prophet (peace be upon him) said: "He who imitates any people becomes one of them." This Hadith was reported by Ahmad and Abu Dawud. It was also reported by Muslim in his Sahih on the authority of `Abdullah ibn `Amr that he said: "Allah's Messenger (peace be upon him) saw me wearing two pieces of clothing dyed in saffron, whereupon he said: These are the clothes (usually worn by) the disbelievers, so do not wear them." It was also reported by Muslim in his Sahih that the Prophet (peace be upon him said: "Two are the types of the dwellers of Hell whom

I did not see: people having flogs like the tails of the ox with them and they would be beating people, and the women who would be dressed but appear to be naked, who would be inclined (to evil) and make others incline towards it. Their heads would be like the humps of the bukht camel inclined to one side. They will not enter Paradise and they would not smell its odor whereas its odor would be smelt from such and such distance."
 His saying "dressed but appeared to be naked" means that those women wear clothes that show off their shape and beauty. They are dressed but, in reality, they are naked. They are those who wear transparent or tight-fitting clothes that show the shape of their bodies. Those who wear short clothes that show some parts of their bodies are included in these categories. Therefore, Muslim women should follow the example of the wives of the Prophet (peace be upon him) and the wives of the Companions (may Allah be pleased with them). They should be keen on covering all their bodies in order to be far from the causes of temptation and to protect themselves against ill desires and whims. Muslim women should also avoid what was prohibited by Allah (Exalted be He) and His Messenger in terms of clothing that are similar to those worn by disbelievers and immoral women. They should do that out of obedience to Allah (Exalted be He) and His Messenger. Muslim women should seek Allah's reward and avoid His punishment through following His commands and avoiding His prohibitions. Every Muslim man should also fear Allah (Exalted be He) with regard to the women who are under his guardianship.

He should not permit them to wear clothes that were not permitted by Allah (Exalted be He) and His Messenger, such as the tight-fitting, transparent or attractive clothes. Every Muslim should know that he is a guardian and that he will be asked about this responsibility on the Day of Judgment. We ask Allah (Exalted be He) to set right the affairs of all Muslims and to guide them to the right path. He is All-Hearer, Responsive. All praise be to Allah alone and peace and blessings be upon His Messenger and upon his family and Companions.
